Mortgage rates slipped this week from the highest level since July and remains at historically low levels. Mortgage giant Freddie Mac said that the average rate for a 30-year fixed-rate mortgage declined to 3.69% from 3.78% last week; down more than a full percentage point from a year ago when it was 4.94%.
The average rate on a 15-year mortgage fell to 3.13% this week from 3.19% a week ago.
